NOTICE TO BIDDERS

NOTICE is hereby given that Sealed Bids will be received by the Mayor and Council of the Borough of Tenafly, in the County of Bergen, State of New Jersey, for REPAIR AND MAINTENANCE OF POLICE VEHICLES FOR 2019-2021.

Bid forms and Specifications for this Proposal are available at the Office of the Administrator, at the Municipal Center, 100 Riveredge Road, Tenafly NJ between the hours of 9:00 A.M. and 4:00 P.M. Monday through Friday, except weekends and holidays.  No Bid Forms and Specifications will be available after 4:00 P.M. on Wednesday, October 31, 2018, this period being reserved in order to prepare data for receiving bids. 

Bids must be submitted on the Bid Proposal Forms provided and must be enclosed in a sealed envelope bearing on the outside the name and address of the bidder and marked “BID FOR REPAIR AND MAINTENANCE OF POLICE VEHICLES FOR 2019-2021" and addressed to Lissette Aportela, Borough Administrator -  Borough Clerk, Borough of Tenafly, 100 Riveredge Road, Tenafly, NJ 07670. To be considered, the Bid must be accompanied by a Certified Check, Cashier's Check or bona fide Bid Bond made payable to the Borough of Tenafly, NJ in the minimum amount of Ten Percent (10%) of the Amount Bid.

BIDS ARE TO BE RECEIVED NO LATER THAN 11:00 A.M. PREVAILING TIME ON THURSDAY, NOVEMBER 1, 2018 AT WHICH TIME THEY WILL BE OPENED AND READ ALOUD AT A MEETING OF THE MAYOR AND COUNCIL TO BE HELD IN THE COUNCIL CHAMBERS IN BOROUGH HALL IN THE MUNICIPAL CENTER, 100 RIVEREDGE ROAD, TENAFLY, NJ.


Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. (P.L. 1975, c.127, as amended and supplemented from time to time) and N.J.A.C. 17:27.  In addition, bidders are notified that they must pay the prevailing wage rate as determined by the "New Jersey Wage Act, Chapter 150 of the Laws of 1963", extension effective July 1974. Also required, in compliance with P.L. 2004, c.57, is proof of business registration as evidenced by a copy of a Business Registration Certificate issued by the N.J. Department of the Treasury, Division of Revenue.

The character and amount of bid security to be furnished by the bidder is stated in the "Instruction to Bidders" contained in the bid specifications.  No bid may be withdrawn within sixty days after the scheduled time for receipt of the bids.

The Mayor and Council reserve the right to reject any or all bids for any cause whatsoever.  The award or rejection of bids will occur within sixty (60) days of receipt of bids, at which time all bid guarantees will be returned in compliance with Local Public Contracts Law.

Notice to Bidders

Notice is hereby given that sealed proposals will be received by the Borough of Tenafly, Bergen County, New Jersey for the "NJDOT Municipal Aid Program FY 2017 & 2018 – Piermont Road Improvements (Section 2)” project and be opened and read in public at the Borough of Tenafly, Council Chambers located in Borough Hall in the Municipal Center, 100 Riveredge Road, Tenafly, NJ 07670, on Friday, November 2, 2018 at 11:00 a.m. prevailing time.

The Project consists of a Base Bid involving roadway improvements to Piermont Road from County Road to Summit Street. The work includes approximately 22,500 SY of milling, 3,500 tons of HMA, full-depth pavement repairs, compliant ADA curb ramps, striping, railroad signage and markings, and all other improvements depicted on the project plans. All work on this contract must be completed within sixty (60) calendar days from the issuance of a Notice to Proceed.

Contract Documents and Drawings for the proposed work, which have been prepared by Andrew R. Hipolit, P.E. of the firm Maser Consulting P.A., are on file in the Borough of Tenafly, 100 Riveredge Road, Tenafly, NJ 07670, and at the office of said Engineer at 400 Valley Road, Suite 304, Mt. Arlington, NJ 07856 and may be inspected by prospective bidders during business hours beginning on Friday, October 12, 2018.

Bidders will be furnished with a copy of the Contract Documents by request upon proper notice and payment of a non-refundable charge of $100.00 payable to Maser Consulting P.A. to defray the cost thereof. Beginning Friday, October 12, 2018, Contract documents are available at the Engineer’s Office, Maser Consulting P.A., 400 Valley Road, Suite 304, Mt. Arlington, NJ 07856, (973) 398-3110.

 Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to the Borough of Tenafly and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of “Borough of Tenafly” for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required.

The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner.

The Owner or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract.

Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents.

The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the  

Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.

The successful bidder shall be required to comply with the following:

A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-31 et seq. & N.J.A.C. 17:27-1 et seq.).

B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.).

C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act.

D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1).

E. Anti-Drug/Alcohol plan in accordance with 49 CFR Parts 40, 199 and 391.

The bid must also be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
